In one of our site, we have enabled Access Request Settings, so that user can request for access to the SharePoint site.

Now when the user has Full Control in the site and browse to Access Requests list and then click on Approve or Decline for any pending request, they are getting an error saying “Request approval failed”.

Solution:
I found the solution in one of the KB Article. The user needs to be either site collection administrators or be members of the Owners group for the site. And also the Owners group must also have permissions to access the Access Requests list.

You can go to the Site Settings -> Site Permissions and then click on Owners group and can add the user to that group.

Similarly, if Owners does not have permission to Access Request list then give them permission.
