Solution:
Here to make Navigation link appear in SharePoint 2013, we need to activate two publishing feature. One is the Site collection level and another one at site level. Here I will suggest to first activate the Site collection feature and see if Navigation Links appear. It it does not appear then you can activate the site level feature.

From the Settings icon click on Site Settings. Then in the Site Settings page click on “Site collection features” under Site Collection Administration section.

Then in the Site Collection Features page, search for “SharePoint Server Publishing Infrastructure” feature and Activate it like below:

What if you do not have permission to activate the features?

Sometimes you may not have permission to activate features, in that case you can directly navigate to the navigation settings page like below:

If the site URL is like below:

https://onlysharepoint2013.sharepoint.com/SitePages/Home.aspx

Then just modify the page like below, and it will open the Navigation settings page directly. And you can modify your navigation settings.

Activate Publishing feature through PowerShell:

Suppose you have a Site collection and that site collection has multiple sites under it. Rather than activating the feature through a browser by visiting each site, you can activate the feature through PowerShell.

Run the below PowerShell command, it should activate.

$site = Get-SPSite http://SiteCollectionURL
$site | Get-SPWeb -limit all | ForEach-Object {Enable-SPFeature -Identity “PublishingWeb” -Url $_.Url}
$site.Dispose()

Hope this will be helpful.
