This SharePoint customization tutorial explains, how to solve the list view tools tab missing in SharePoint designer 2013 issue in SharePoint 2013.
Sometimes you will not see the List View Tools tab in SharePoint 2013 designer. This tab is useful for creating custom views using SharePoint 2013 designer. By using List View Tools tab you will be able to add a filter, sort by column names, etc.
But sometimes List View Tools tab option is missing from the Ribbon. See the fig below, you can not find the tab.
There are two ways you can get it back.

There are two ways we can solve the List view tools tab missing in SharePoint designer 2013 issue.
First Approach
Open the list in the browser and then Edit the page and then in the edit mode, Edit the Web part. See fig below:
Then from the properties dialog box, go to the Miscellaneous section and check “Server Render” checkbox. See fig below for reference.
Now check the List Tools Tab will appear.
Second Approach:
In the SharePoint designer, open the view for which you want to customize. Then put the cursor somewhere in <WebPartPages: XsltListViewWebPart tag.
Then position the mouse over the WebPartPages: XsltListViewWebPart tag and then right-click and then click on Tag Properties. see fig below:
Then this will open a dialog box like below, do not do anything, simply click on OK.
Now the List View Tools tab option will appear in the Ribbon as shown in the fig below:
But this process you will need to do every time when you open SharePoint designer to modify the list view.
List tools tab missing SharePoint 2010
Today I have seen a very strange issue, where one of my clients said that he has the “List Tools” tab missing from his List.
Issue:
Unable to see list tools tab from the SharePoint Document Library and List.
Troubleshooting:
Checked the list on other sites and it has the List tools tab.
Edited the page list tools tab is available. Stop editing it again disappears.
Checked various option in the List view web part.
Enabled the summary toolbar, full toolbar. It still doesn’t appear on the list menu.
Resolution:
This is the default behavior of SharePoint 2010, that if we have more than two web parts (especially Content Editor) added on the List view page then the ‘List Tools’ menu will not appear.
As a fix, you either need to remove the Content editor web part form the List view page.
As a workaround, I have selected the Full Toolbar option by editing the List Web part. If you click on any section such as New, Action, Settings, you will get ‘List Tools’ option to work with.
