First you need to make sure you know which servers are currently running the central admin service as many people tend to run the service on two servers (though it doesn't help much). Now to change the port number so that SharePoint is aware of the change you need to remove central admin from the server, then add it back. The way I do this is to go to the server currently running central admin and run the Configuration wizard on it. As one of the steps it will ask you if you want to continue running central admin on that server. Say No. This will remove central admin from that server. (Repeat for any other servers running the CA service as well). Restart IIS. Next you run the config wizard again on the server and the last steps of the Config Wizard will let you enter the central admin info again just like it did the first time you installed it. You can then choose the new port number.

Also, when running the Config Wizard, make sure you DO NOT choose to remove the server from the farm. The only change you want to make is the Central Admin settings.
